oil in carb. Help

I've been having a few problems with my quad latley, i finally thought i had them all solved and then i took off my carb and i see that there is oil inside the carb and all the way through the inake, what causes this to happen. I cannot see why it would be doing this considering this is praticly brand new seals rings etc. any input would be great

it is engine oil or air filter oil?

this is diff. engine oil. I can see it all the way from the intake part coming up to the carb, what would cause the oil to blow back like this?

I have noticed that when i have my hand on the intake and turn the motor over that it sucks my palm into the intake and then it does something a little strange it will then push my palm away from the intake is this normal to have this or is my timing off and the valves not closing at the right time to allow all of the air to be trapped into the cylinder.
