top spring on my elkas are almost fully compressed while it just sits theree. is that normal? also when i compress the shops sounds like a dragging sound on both shocks. is that normal? they arnt really springy like the stockers?

That's how it was designed. It's just there to take up the room when your suspension is extended.

They won't feel like the stockers, that's why the stockers are gone now. If they ride well, then they are OK.

If the top spring is fully compressed just sitting there you have them set up your ride height must be 11 inches or something. I ride xc and my ride height is set at about 8.25 inches and it seems to be working. You need two people but you ar someone the same weight as you needs to be sitting on the bike when you measure your frame clearence. Also make sure it is the same on both sides.

The top spring is supposed to do that. They are SSD shocks, meaning that they will sag a bit to lower your quad down for better handling, yet they still give a little more travel than the stockers. I love mine! Mine also seemed to be making that "dragging" noise when they were new. After riding and doing a little racing now it seems they have "broken in" and they dont really make that noise anymore.

400exrider707 is right. The spring being compressed with the weight of the quad is normal. Mine did the squeaking too when they were new. They'll break in a quiet down.
