if u run a 13 tooth front sprocket how many teeth can u go up on the rear w/o having to get a new chain?

i had 13/39 gearing and thought it was way to low, and my bike is bone stock motor wise. i couldnt imagine riding a modded bike with that gearing or even shorter.
