I am getting a set of mx tires and wheels and I was wandering if I should get 8 or 9 inch wheels? I am getting 18 inch tires for them. And also do the ITP T-9 have a rolled bead ring?

most guys run 8" for mx
most guys run 9" for xc

8 inch will work perfect with 18 inch turf tamers. Even though it takes away from your top end speed it will give you more bottom end torque, or atleast it did for me.

You can get some 18" tires to fit 9" wheels, so it is kinda dependent on what tires you want and what wheels you want. Turfs are good for mx, esp. if they are grooved and they are bout the cheapest to get. There are a few other brands of nobbies that are cheap also, just look around.

ITP T-9's just now came out with the option to get rims with rolled beads, seen them in this months DirtWheels mag.
