question on my elka rear

on my preload ring there is one that doesnt appear to have one of those allen head bolts that locks it in place then there is another one all the way unscrewed against the top mount of the shock that does have the allen head lock bolt, is this suppose to be like this or does that top one act as a locking nut for the bottom ring like the stock shock? i was just curious because elka fronts only have one preload ring and it has the allen head lock bolt in it, any info would be appreciated

My shock has the 2 collars on it but they both have the allen bolt in them. I just kept the top one all the way up because the bottom one locks in place, but maybe yours was built on a monday and the guy forgot to ut the screw in there or something. But if not then just use the top collar to hold it down and everything shoulc be ok.
