i just got my houser +2's and im getting them all aligned and i need to know how far to thread the lower ball joint on becuase it said to thread it all the way on but i hear some people say to back it off 3 or 4 threads....

i have the upper ball joint all the way in and it still doesnt have as much negative camber as i would like(im goin for about 4 to 4.5 degrees) so can i back the lower ball joint out or not?

If you back the ball joint out it puts more and more stress on it. I don't know if 3 or 4 threads will put enough stress on it to break it, but I would be scared to try it out.

Your lower balljoint should be threaded all the way in. Many people have snapped them off because they weren't in all the way. Any adjustments should be made at the top.

They should be threaded all the way in. If you look at the lower A-Arm, the first part of the threaded piece has been counterbored somewhat. That is to allow the ball joint to bootom out in this area. This will provide support to the ball joint in a thicker area above the threads.
