Your friend should at least invest in some masking tape to cover the tires while he is spray painting. But more than that it looks like crap.

Those rims are super ghetto.. A waste of 3+ dollars on a can of spray paint that was used on a set of perfectly good wheels.. I would of atleast spent the extra buck to put some tape around the tires so the paint wouldn't get all over them...

i think that color of "Ford tractor" blue, puts this somewhere beyond ghetto..

also the frame should be "John Deere tractor green" to stay with the scheme of things..
