i hear about people adjusting there throttle so that the carb opens 100%. is this done on the carb, or on the handle bars? and how is this adjusted?

you can do it either aw you adjust it out. If you listen close you can hear by the carb a noise when you go full throttle. If it does that you don't need adjustment. You should hear the slide topping out.

on the handle bars..

take the black piece off the throttle assembly on the handlebars (it has honda stamped on it). then you will see a rubber boot that is on the cable going into the assembly. pull the rubber boot back and turn the screw out of the throttle assembly. floor the throttle lever and make sure the arm in the assembly (where you removed the throttle assembly cap) doesn't come in contact with the little black plastic stop. usually around 1/8 to 1/4 inch of slack in the throttle cable is great. just make sure you have a little slack. once you get used to adjusting these, you won't need to remove the throttle assembly. you will be able to do it by feel.
