does any one know if 450r a arms wider than 400ex a arms?

They won't bolt to as 400, the spacing is different on the frame monunts. They are probably a little wider.

Yes they are wider. No they wont bolt up either because the mounting points are wider as well. ALthough I did hear of someone on this sight doing this, but I've yet to see pics.

I know a guy that runs the complete 450 front end on his 400. all he did is a little grinding.
