I'm not sure, but I would think a new ignition cylinder and 2 keys wouldn't cost much. The ignition is $19.99 at ServiceHonda.com (www.servicehonda.com) and the blank keys are $4.99

im not sure how it is on the 400 but in my 300 there are 2 wired coming from the ignition and there is a connector on each wire. unplug these and plug the two wires together coming from the engine.

i did the same thing all you gotta do is pop out the thing you put the key in take it to your local honda shop with a title or a bill of sale and they can make you a new key by reading some #s on the thing, cost me like 12 somthin for 2 keys

i just found a way to do it today i did it when i was puting it all back together. if you look down by the battery area right next to the battery on the left side there a thing with 2 bigger wires one of the big wires goes to the starter and im not to sure about the other but they have a rubber guard thing over them if you slid the guard up and unscrew the one with the black cover and touch it to the one with the red cover it should turn over i forgot to disconnect my battery and when it touched it turned the motor over with no key and the ignition part wasnt even pluged it. you can try that scared the crap outta me no expecting it. be carfull not to get shocked i almost did
