What is the top speed of like a 200cc blaster? Also with some mods to it what could get it up to?

I would think between 50-55. I had one before. You could fiddle with the sprockets for more top speed. A new pipe and jets, 240cc kit, high per. reeds valves. Those engines can be made to go pretty fast!!
