how are you supposed to turn it then if it doesn't have a groove in it from the factory?

i just used a small steel punch, aplied alot of pressure and made it turn a little at a time,of corse i had to take the carb off first!

i just bought a dyno jet ket for a 400ex and it had a tool for the 05 400ex's in it so i would check with dyno jet to see if you can buy the tool from them.
