help!! cant figure it out

can any one help me with this pep stabilizer I got from ebay? its for my 400ex and the guy who sold it to me wont mail back with any help.(jerk) how do you install it???

you bolt it to the stem than the frame

ya but where on the frame? I cant find any pictures or info. do you have to drill on the vin # plate to mount the screw?

well thanks for trying. this is supposed to be the best steering improvement and there is no information on them. go figure??
