Yeah it is. I think most Guys say to only mess with the Comp.

The top screw you adjust is the compression the bottom is rebound

I have a question, when I go through any sort of bumps the rear gets hard to control it springs up pretty far at times and sometimes it starts going side to side I know the side to side thing is uneveness of the bumps but can I adjust it so it is alittle more controlable and how?

Back off your compression (top screw) to soften up the ride or/and back off your rebound to lose the springy feeling. Make small adjustments then ride it, then adjust it somemore to where it feels best.
