Good grinder or a good jigsaw as long as you have a fine tooth blade and some packing tape!
(packing tape will keep the fender plastic from fraying so bad).
Then hit them with a good palm sander or do it by hand to take the edge off of them and make them look factory!
With polyproplene you can score it and then just snap it off. ;)

excuse my igorance, but what do you meen by "polyproplene" ??
Sorry I spelled it wrong, sometimes I think faster than I type. Polypropylene is the type of plastic that fenders on ATV's are made out of. Polycarbonate is the clear plastic, like headlights and taillights.

i used a utility knife with a brand new blade. worked fine, no smoothing of the edge's needed. just be careful when pulling the knife, i had a few close calls doing it that way, but turned out good. tape the fender how you want it, then follow the tape. not much trimming that way.

I used a Dewalt cut out tool - its kind of like a router, uses a drill bit to cut and it worked very well cleaned it up with a file and sand paper.
