Im putting my RAD axle nut on my new axle. It came with a metal spacer ring.
Do i put the ring on the right side of the axle nut and screw that axle nut towards that untill the retaining clip wont allow it any further?

It goes towards the wheel, make sure you have it turned around right. The nut should have a grove that the ring sets in. Did your's not come with instructions?

I use that same locknut and here is how it goes... That ring clips into the groove in the axle. One side of the locknut should have a recessed part that fits up against the ring. When you spin the locknut, to tighten it you should be spinning it TOWARDS the ring. When the locknut goes against the ring, it forces the other side of the nut with the threads to go tighter against the caliper mount keeping the axle tight. Hope this helps, if you need any other instructions let us know...
