I would consider PEP shocks in the top three along with Elka and axis, the only downside is that it will take you a good 4-7 months to get them

I have PEP shocks, and I have to say they are very well built in regards to precision and tolerance. Axis is definitely better built for the long haul, but doesn't have near the precision the PEP shocks has. Benefit to PEP is there is only two people I know of that builds the shocks as the waiting list can get damn long. However, with great paitence, for me it was well worth the six month wait. My patience was carried out because I already had Axis shocks on the quad so was in no real hurry to get them. If you are looking to get a set of PEP and want them next week, forget it, it wont happen, even if HELL does freezes over. Plan on waiting six months or so.....
