I am 1 step away from buying a 86 Suzuki LT250.
He said it has no title or registration
What do I need to do to find out who the legal owner is, Thanks

i have no idea how you could find that. but i wouldn't worry to much about it if he writes you out a bill of sale and then you get it notorized.
go to DMV and have them run VIN numbers off frame...the real owner will come up with the VIN numbers.

Make sure you run the VIN before you buy. ATV theft is out of control. If you buy a stolen bike & it's recovered you are just out your money with little too no recourse.

Call your local police/sheriff's department and see if they will check to see if it is stolen.

Then you can file for a lost title if you want a title to go with your bike after that.

As long as it isn't flagged as stolen, I wouldn't worry too much about the title. They're generally not a big deal unless your state requires registration.

I may be wrong but quads that old don't have titles!! i was with my dad when he bought his 250x brand new in 87 and it didn't have a title just a bill of sale.

Thats true in Ohio, but laws vary from state to state. In Ohio ATV's didn't have titles until 2000 or 2001.
Title or no title. I would still check the VIN against stolen records.
