what tool do you use in photoshop to change the color of something. like the frame for example

Can you modify this pic for me I have permission from the photographer to use it for my webpage and would like his DJK icons removed.

i must be stupid cause i still cant figure it out. might be cause i have photoimpact XL? but could someone change the color of my frame to blue,black,and red thanks a bunch
