Pro-Flo intake question

I just got my Pro Design foam filter pro-flo kit.Along with the foam filter it also comes with a foam wrap. My question is.......are you supposed to oil the wrap along with the filter or just the filter alone and put the wrap over the filter dry?

My Uni's were 1 piece not 2 like this pro-flo.

I believe you just oil the wrap that goes around the filter. It should say in the instructions...
