Ive tried everything, getting a new battery new starting solenoid new regulator/rectifier but still it makes that noise and it wont start unless i jump start it. When i turn on the key if the lights are on the battery get completely drained but if itz off then there is still 12 volts but once i hit the start button it goes to 0, and when i jump start it the battery goes down to 6 volts but if the light switch is on it goes up to 13 i need help!!!!!!!!! i dont know what to do to fix it

First of all, don't buy anything else.
Starter relays and batteries can be tested as to if they are bad.
Take your starter off and clean all of the insides, especially the brushes.
Spray an anti-corrosive spray on all of the components inside.
Water tends to make its way into the starter which can cause the components inside not to fuction correctly.
I am not saying this is for sure your problem, but it is your next best step.
I have a 2000 400ex and had a similar problem. Not a problem anymore.

I hope you have checked your fuse? That what happened to me last time i got it wet. Now I can't use my low beams.

No I don't think it would even try to turn over if it was the fuse, it does however sound like a short to me too, check all your wires.

no if it is a fuse it wont do anything. As soon as you turn the key on it will blow a fuse. That click noise was your fuse blowing. Atleast thats how I would describe mine. I did the same thing. I went mudding for a few hours. Started going home met some other people riding we stopped and talked I asked where they were going and decided I would go too. Switch on I hit the started and "click" checked the fuse cuz i suspected thats what was wrong cuz of starter and light not working. Sure enough it was. Turns out I have a short in my low beams somewhere. I don't feel like looking for it so I just use high beams.
