does a 450 steering stem work on a 400?

No, the 450R stem is bigger.

so can i go and buy a 400 ex stem and use it on my 450r then?? what will the difference be and what kinda money are we talkin about to make it work??

i wouldnt run out and buy a 400ex stem if i had a 450r ..lol but for someone who had a stem from thier 400 and didnt want to buy another $200+ stem it will work. the bushing is $30 i believe(thats a guess)
