question about frame and pc

what is the easier method about the pc and the threads for the bolts on the frame to buy some generic bolts and leave them in and pc over them or is it better to pc it without the bolts,

if you leave the bolts out will you have to re-thread the holes?

no, you shouldnt have your bolts pc'd.
