clutch problem

i was installing my new RTC clutch lever and perch today and when i took the stock perch off i decided to go ahead and clean up the clutch cable. i did this with WD-40 and maxima chain wax (chain and cable lube) then i put the new clutch lever and perch on after making some minor adjustments on the slack of the cable. i finally got it right but when u pull the lever in, it doesnt seem like it bounces back as fast as it should, and it also feels like there isnt much tension on it, but when i tighten it up it is too tight. any help would be appreciated

forgot to add that it seems like there is no tension, it is way to easy to pull and barely goes back into place any help would be awesome

is there an internal spring that coulda came loose?
