I have a friend who is powdercoating a translucent blue over chrome powdercoat and the trans blue isn't laying down even. It has little star spots in several places kind of like paint fisheyes. What could be the problem?

Could it be an oil or some sort? I know when spray painting stuff, if its not completly clean it wont lay right either. I know spray paint and powder coat are night and day difference. No doubt pappy will post his input.

it is most likely oil or petroleum based contamination from improper metal prep. it should have been visable when the chrome base coat was cured.

if the chrome coat was fine, then id look into oil in his air line

Sure sounds like it could be some back ionization to me :ermm:

To avoid back ionization, try the following:

Lower the voltage setting. But be aware that reduced voltage may lead to unacceptable penetration and/or coverage.

Use a grounding ring as a ground source to reduce the voltage strength.

If you are using a non adjustable voltage gun ensure you have a great ground and try shooting the color 8-12 inches from the part to avoid excessive voltage. :p
