The engine breaks up at high RPM. Is this the rev limiter?

maby, if you rejetted your quad then thats why the jets are too small but otherwise it would be your rev limiter but my ex doesnt do that (its a 300 though) , how high rpm's i mean if u leave it in neutral and sit there with WOT for 10 min then it'll brob come on, how extreme are the circumstances?
