Strange clutch problem

I finished rebuilding my motor in my 440. Everything works fine, except my clutch will not disengage. After taking off the cover and removing the plates, the outer and inner pieces are stuck together. I took off the nut to see the problem. Both pieces spin independantly of each other. when I put the inner bearing, the outer basket, the spacer washer, the innerbasket, the two other washers , and the locknut back on, then they are stuck together. Has this happened before to anyone? What can possibly be the problem?

nevermind- there was a piece of garbage stuck to the back of the inner piece. every time it was tightened , they were locked together
