Plus, if you think about it, it is marketing. If they dont hit the target, everyone watching the US sees the giant taco bell sign and knows the deal. If they do hit it, they have to give everyone a free taco, but that isnt enough food for me, im gonna get a free taco, and then order 2 more things on top of it. They will probably make more money even after all the extra costs.
