I have Elka up front w/ PRP +2 +1s....my front end alone cost me a little over $1400 which is pretty cheap when ya consider what long travel set-up costs sometimes. So if you plan on adding an axle....gonna push up past $1700.

The stock 450R shocks work good w/ extended a-arms....you could widen your quad out, adjust your stock shocks, and run the stockers till you get shocks.

Burgard sells their standard +2s for around $450 I think....so they are a cheaper front end....my cousin runs them on his 450R and it rides pretty well even with the stock shocks.
