what does the parking brake block off do i dont really understand

Not much really, it just covers the piston hole where the parking brake mechanism formally was.

That way you can take off the parking brake assembly and lose about a pound of weight too!!!

The parking brake is useless anyway, so why not take it off. Ive also heard that the parking break helps wear the pads down faster, but I dont know if there is any truth to that.

Yes that is true also!
Go ahead and get you a clutch lever too! You can get a Fly clutch lever and LSR PB Block off from Terry both for about $35
