elka tuning

I have just received new elka fully adj. shocks, my question is that they seem to be very soft! to the point that i can stand on the quad and it almost bottoms i tried turning the compression all the way up but has little effect on the problem, when jumping it will bottom.... I know they say something about the spacers inside of the shock does this make a diff. also does the rebound have any affect on this? Thanks in advance.
