Sure, a tank would have definitly got him further, but you can't escape in a tank. You can drive around wreaking havoc, but how are you going to escape? It's pretty easy to follow a tank.

Now, a motorcycle is a different story. You CAN escape on a motorcycle, provided you don't crash. They are very fast and very nimble. If you can get outside of the initial roadblocks and quarentine area, you actually have a fighting chance. There ain't no way those cop cars can keep up with motorcycle in traffic, through stoplights. So once you are outside the quarentine area, it's pretty easy to lose the cop cars, and then you only have to worry about the helicopter. Duck into a building and blend into the crowd, and you're home free.

If i were the cops I would have just rigged the gas tank or something. Set it up so it will only go a quarter of a mile or so. But that leaves the stupid chance that he does somehow get away.
