I am missing the oil seal for the steering shaft.

Do I need to get a Honda oil seal or is there a different/less expesensive seal I can buy and install? Possibly from like an auto parts store?
Will it hurt to ride for a short amount of time without the oil seal. The top most part is the circlip. I figure if sand/dirt gets in there it will tear up the bearings.
