well, i won't be able to help you with an edelbrock carb. i have never touched one.

the elevation really matters. the higher you go, the thinner the air gets. thus, you need to use smaller jets at higher levels.

so, someone living at sea level and someone living at 5000 ft above sea level may have somewhat drastic jetting differences from each other to make their bikes both run great.

are you sure the jets you bought are made for that carb?? also, give edelbrock a call. i hear they are great with their customer service and can usually get the jetting close to where it needs to be.

does that carb even have jets?? just wondering because the one for the 400ex only has needles and an adjustment knob from what i read....

It wouldn't be your clutch. If your clutch was slipping, your motor would still rev, but you wouldn't have any power. If your motor is bogging, than its your jetting. What slot is your clip on? Also what are you running for a pilot? Have you tried a plug test??

i would say say the 148 is even too big. your bored .040 over but what is the compression? do you have air box lid mods or not? its tough to tell. where is the needle clip position at?
