How can you tell if it the spring is broken? is there a way without dissasembling the motor?

Also in the clymer manual it says to make this little tool for it. What does this due and is it nessasary? Since i am rebuilding my motor would it be wise to get a aftermarket one without the spring? And when dissasembling the block is there anything specail i need to do to keep then chain tensioner together?

if you have a thin flat blade screwdriver, that will work too. you don't need that tool. you just need to hold the flatblade in place to prevent it from spinning. i don't know much on the other tensioners. i would have no clue how tight to put them. also, i could see it needing constant adjusting, but that is just a guess.

in the stock one, turn it with a small screwdriver and see that it moves really smooth. if it catches or binds on the way back or when you release it, it needs replaced.
