is the keihin 42 pilot hole size 0.42mm if not what is the actual size

The numbers indicate the flow rate not the hole diameter. Sorry I don't have one out to measure. Even if you did drill the hole size exactly, you might end up with a flow that is quite a bit higher or lower than an actual 42.
