what kind of a-arms are those for?? and no it sould work without washers.

no. stock 300ex a-arms have two bushing and a bearing. there is no sleave. you have a kit for after market arms or 250R arms.
Those are not for a 300ex

yes it's a kit who replace the sperical bushing on stock arms for 400ex.This kit came from Modquad

I sill think it's the wrong one cause the bushings and bearings ( you don't have any ) are the same on a 400 and 300.

I would send it back and get the kit from pivit works
