why do people remove the chockes on 400ex???? i dont understand

Removing the choke gives you more air and fuel for a built motor and lets you get by without changing the carb right away. I did that when I had my 426 kit put in at first and it made a difference until I got my 39mm FCR. Starting wasnt a problem with it removed either..

It allows for better flow and gives a slight increase in throttle response. The 40ex carb has a accelerator pump and with proper jetting, if you hit the throttle a few extra times It'll fire up without the choke.
