The important number that has to match is the wheel diameter that the tire is designed for.

A typical tire size is written something like... 20x11x9. 20 is the tire's height, 11 is the tire's width, and 9 is the wheel diameter that the tire is designed to fit. You can use different heights or widths depending on what you want, but you must make sure the last number matches your wheel diameter.

The 400EX comes with a 10" wheel on the front and a 9" wheel on the rear.

So, on the front you can use the 21x7x10, 22x7x10, or 23x7x10 Razr2. They all fit a 10" wheel, so you just have to decide what height you prefer.

Likewise, on the rear, you can use the 20x11x9 or the 22x11x9 Razr2. They are both designed for a 9" wheel, so just pick the height you want.

The height you need will depend on what type of terrain you plan to ride and what your personal preferences are. If you just want to keep things simple and not change the weight bias of the quad or the gearing, just stick with stock height, which would be 22" in the front and 20" in the rear.
