Would those work on stock a-arms on a 400ex? What would the weight be if so?

Yes, they will fit the 400ex. I'm not sure what weight they are valved for. The guy I bought the quad from said he thought they were valved for 160-180 lbs. but he wasn't certain. I weigh in at 200lbs and the shocks were used with +2 a-arms and they seemed fine but I did not ride the quad all that aggressively. Mostly just dune riding and I never really aired the quad out so I don't have a real good idea of what it would take to bottom the shocks out.
