LT Clutch Help?

Since I am unable to ride my LT250R, I cannot tell whether it is supposed to do this or not. There is a bolt that comes out of the clutch assembly. The clutch cover threads into this I believe. Well the problem is, the bolt is always loose. You cannot tighten it or loosen it. Is this supposed to be this way? Thanks.
