i am wondering what year is the best if there is one better than another. Also what design changes or improvements were made if anyone has any info on that stuff it would be greatly appreciated

all years are the same..the only differences in each year are VERY SMALL with being a new battery case design...yellow plastics on 2002 models.....different stickers designs.....the frame on the 1999's I have heard are supposedly stronger for some reason??? anyone else heard this?

i'm not sure about that 38mm carb thing. i have a 2004, and i can't tell a difference. there was another thread about this going around somewhere. i'm sure you can find it in a search, but i'm pretty sure that it was just a typo in the manual.

Oh i hope not I broke my 99 frame in about 20 differnet places. and it is pretty tweeked also.
i thought the 02's had a bigger carb than previous models as well
Th a 02's had an extra vent hose from the carb that allowed to to work better.
I have also heard from somone at honda tha they swing-arms were made a bit stronger after the 99s.

I would say their pretty much all the same, the carb thing well as far as i've read nobody has proved that the carb is 38mm and on the spec list it might just be a typo. I would say shy away from the 99's a little more just for the fact it was the first year and first years are never quite as good for some things...

I say whatever one you can find the best deal on!! If you could find a good an older one for a good price and the carb size is a big deal, you could buy a bigger carb and still save quite a bit!
